Draft EIR Release

The draft of the Johnson Avenue Housing Project EIR will be released this week.  We just received the following notice from Pam Ricci, Senior Planner for the city.  We will post the Draft EIR as soon as we get a copy.

For the Johnson Avenue Housing Project

The Draft Environmental Impact Report (EIR) for the Johnson Avenue Housing Project will be available for public review and comment on Friday, January 24, 2014. The applicant, San Luis Coastal Unified School District, has submitted planning applications to the City to develop an 88-unit high density residential complex on a 4.36-acre hillside property. A total of seven individual buildings would be constructed with a height ranging from three to four stories. The 88 total units would consist of 14 one-bedroom units and 74 two-bedroom units. Parking would be provided on-site in subterranean garages, with 174 residential stalls and 18 guest stalls. The proposed project would require a General Plan Amendment to amend the General Plan Land Use Map from Medium-Density Residential and Public to High-Density Residential. The project would also require a Rezoning to amend the Zoning Map from R-2 and PF to R-4 with a Planned Development (PD) overlay.

The EIR provides detailed information about the project and evaluates its potential adverse impacts on the environment. The EIR focuses on the environmental effects of the project in the following issue areas: aesthetics (visual resources), greenhouse gas emissions, noise, and transportation and traffic. The report is distributed to other governmental agencies for their comments and is used by City decision-makers in their review and consideration of the project. Reference copies of the EIR are available at the City-County Library at Palm and Osos Streets, at the Community Development Department in City Hall, at 919 Palm Street, and at the Cal Poly Library (Government Documents). Additional copies of the Draft EIR are available from the Community Development Department for a charge of $25 for a hard copy or $8 for a CD-Rom version. The document will also be available for review on the City’s website at http://www.slocity.org.

The required 45-day public review period for the EIR will extend from Friday, January 24, 2014 to Monday, March 10, 2014. Anyone interested in commenting on the report should submit a written statement to the City of San Luis Obispo, Community Development Department, 919 Palm Street, San Luis Obispo, CA 93401-3218, Attention: Pam Ricci, Senior Planner by 5:00 p.m. on March 10, 2014.

A public hearing on the Draft EIR is scheduled before the Planning Commission during the public review period on Wednesday, February 26, 2014 at 6:00 p.m. to discuss potential project impacts outlined in the EIR.
